A Georgia Emergency Management and Homeland Security Agency release says Smith previously served as Homeland Security Operations Manager and now oversees homeland security operations, intelligence and critical infrastructure efforts.
The Georgia Emergency Management and Homeland Security Agency announced that Kirk Smith has been named deputy director of the agency’s Homeland Security Division, according to an official agency release dated July 29, 2026.
The release says Smith previously served as the agency’s Homeland Security Operations Manager.
In the new role, the release says Smith oversees Homeland Security Operations, Intelligence, and Critical Infrastructure and Key Resources, supporting statewide preparedness, security and resilience efforts.
According to the release, Smith has also served at GEMA/HS as Intelligence Unit Supervisor and Area 8 Homeland Security Coordinator.
Before joining GEMA/HS, the release says Smith spent nearly 18 years with the Georgia Bureau of Investigation as a Special Agent.
The release also states that from 2010 to 2012, Smith served as a civilian law enforcement advisor with the United States Army Criminal Investigation Division in Gardez, Afghanistan.
